ORCNM Strategic Plan FY (25-26)
July 1st 2025 to June 30th 2026
Prevention Priority #1:
Promote an evidence-based prevention curriculum targeting high school aged youth and young adults, utilizing strategic outreach and stakeholder engagement.
OBJECTIVE 1:
Collaborate with community stakeholders who engage high school-aged youth and young adults to support the implementation of the ORCNM Safety First prevention curriculum across youth-serving environments.
ACTION STEP: Beginning in October 2025, organize a monthly community learning group for youth-serving stakeholders to review the Safety-First curriculum, evaluate implementation readiness, and provide support for community implementation.
OBJECTIVE 2:
Recruit at least three designated “Champions” from participating Juvenile Justice districts to serve as trained facilitators of the Safety-First curriculum.
ACTION STEP: Beginning in October 2025, recruit potential champions, orient champions to Safety-First curriculum, co-facilitate curriculum upon request and invite champions to attend monthly community learning groups.
OBJECTIVE 3:
Partner with youth leaders to establish and promote a regional Youth Advisory Council across all seven counties, supporting prevention efforts and guiding ORCNM staff on youth-centered messaging for digital platforms and outreach materials.
ACTION STEP: Collaborate with youth leaders to draft a mission, vision, and goal statement for the regional Youth Advisory Council, and identify three priority areas for improvement in FY25-26 such as youth engagement strategies, digital messaging relevance, and county-level representation to guide council activities and inform ORCNM outreach efforts.
Prevention Priority #2:
Implement a unified youth prevention education and media campaign to prevent opioid misuse.
OBJECTIVE 1:
Work directly with Youth on Opioid Prevention Posters and display completed posters in school and community locations.
ACTION STEP: Facilitate at minimum 3 youth-led poster design opportunities on opioid prevention messaging, and coordinate community partners to display completed posters in high-visibility locations.
OBJECTIVE 2:
Create a “Youth Corner” within the ORCNM website to promote and highlight county youth resources and activities.
ACTION STEP: Collaborate with Youth Advisory Council during at minimum 3 meetings to design and launch the “Youth Corner” webpage, featuring youth resources, local activities, and youth-generated content for all counties.
OBJECTIVE 3:
Explore opportunities to promote Opioid Prevention with Elementary and Middle School youth.
ACTION STEP: Consult with experts in this area (i.e. Vital Strategies, child development experts, prevention specialists) to review age-appropriate opioid prevention strategies, and design a plan tailored for elementary and middle school youth for FY25-26.
Prevention Priority #3:
Ensure and provide access to NARCAN training and NARCAN for all First Responders, School Personnel and Community Members.
OBJECTIVE 1:
Improve NARCAN accessibility within the ORCNM region and support county implementation of distribution.
ACTION STEP: Coordinate with county leads to assess current NARCAN access points, identify distribution gaps, and support ORCNM efforts to improve accessibility if needed.
OBJECTIVE 2:
Deliver 10 NARCAN training courses to first responders, school personnel, and community members.
ACTION STEP: Develop a training calendar and partner with local agencies to schedule and promote NARCAN trainings.
OBJECTIVE 3:
Create a NARCAN Dashboard on the ORCNM website to showcase the NARCAN training efforts and NARCAN distribution by county.
ACTION STEP: Collaborate with web-developer to design and launch an interactive dashboard that visualizes county-level training metrics and distribution outcomes.
Prevention Priority #4:
Expand access to safe medication disposal.
OBJECTIVE 1:
Engage community partners to develop a targeted distribution strategy for Deterra Disposal Pouches.
ACTION STEP: Convene county-level stakeholders to identify high-traffic community sites for Deterra pouch distribution, and co-design outreach materials to promote safe disposal practices.
OBJECTIVE 2:
Engage community partners to distribute medication lock box devices.
ACTION STEP: Partner with county-level stakeholders to coordinate lock box distribution events and integrate messaging on safe storage into existing community education efforts.
Treatment Priority #1:
Increase and expand existing services to improve delivery and ease of access to Medications for Opioid Use Disorder (MOUD) and Opioid Use Disorder Treatment.
OBJECTIVE 1:
Provide online and/or in person training, and education related to treatment of opioid and other substance use issues to providers within the county collaborative.
ACTION STEP: Promote training topics for county stakeholders and community members and schedule requested training as needed.
OBJECTIVE 2:
Offer consultation to providers interested in expanding existing services or launching new programs for opioid use disorder treatment, with a focus on enhancing regional capacity and aligning with evidence-based practices.
ACTION STEP: Promote consultation opportunities on ORCNM website and send out at least 3 notifications to community members related to this resource in FY25-26.
OBJECTIVE 3:
Create a Regional Impact dashboard on the ORCNM website to display county-level data related to opioid use disorders and highlight key indicators across the seven-county collaborative.
ACTION STEP: Launch a Regional Impact Dashboard by January 2026 to display opioid related data and key indicators for all seven counties.
OBJECTIVE 4:
Leverage SYNCRONYS data to provide quarterly updates to the ORCNM Key Regional Impact Dashboard, ensuring timely, county-specific insights into opioid-related indicators across the region.
ACTION STEP: Extract data from the SYNCRONYS system and update the Regional Impact Dashboard Quarterly.

Treatment Priority #2:
Increase access to the ORCNM Navigation system (988 and CHESS Health App), providing responsive support to assist individuals and partners in accessing services tailored to local needs for all counties.
OBJECTIVE 1:
Promote the ORCNM Navigation System (988 and CHESS Health app) within the 7 counties through stakeholder engagement.
ACTION STEP: Host at minimum 10 stakeholder briefings to demonstrate the functionality of the 988 and CHESS Health navigation tools and distribute outreach materials to increase awareness of resources.
OBJECTIVE 2:
Ensure quarterly updates of county-specific resource guides within the ORCNM CHESS HEALTH app, maintaining accuracy, accessibility, and relevance to support timely service navigation across all ORCNM counties.
ACTION STEP: Establish a quarterly review process with county partners to verify and update resource listings in the CHESS Health app, ensuring content reflects current services, contact information and local priorities.
OBJECTIVE 3:
Develop and update a Navigation Dashboard highlighting key navigation indicators for each county, enabling stakeholders to access actionable data.
ACTION STEP: Collaborate with web-developer to design and maintain a user-friendly dashboard that tracks county-level navigation metrics, updated quarterly to inform strategic planning.
Treatment Priority #3:
Expand access to comprehensive recovery support systems.
OBJECTIVE 1:
Survey all relevant county stakeholders to determine interest and ability to create sustainable recovery support systems and document findings for strategic initiative.
ACTION STEP: Develop a standardized stakeholder survey tool with both quantitative and qualitative components, distribute surveys via email, in-person meetings, and regional forums to ensure broad participation, and analyze responses to identify themes, gaps, and readiness levels across counties, and document findings in a strategic report with county-specific summaries and regional recommendations.
OBJECTIVE 2:
Meet with all County Managers and identify 2 priority projects for each county that can be supported by ORCNM.
ACTION STEP: Ask County Managers to develop individual county priority projects and follow up with written confirmation and offer technical assistance to advance project development.
OBJECTIVE 3:
Identify funding requests by County Managers and review with ORCNM Board at quarterly meetings for approval of county projects.
ACTION STEP: Request funding proposals from counties, review proposals to identify alignment with ORCNM goals and opportunities for strategic support, help with proposal development, present requests at ORCNM Board meetings for approval.
OBJECTIVE 4:
Assist rural counties in clearly identifying and communicating with community members options for non-medical transportation as it relates to accessing substance use services on a non-emergent basis.
ACTION STEP: If requested, inventory existing non-medical transportation resources in rural counties, develop county specific outreach materials for messaging, and recommend distribution of materials in community.
